Kishia L. Powell joined DC Water in May 2020 and serves as the Authority's Chief Operating Officer and Executive Vice President, overseeing all operating departments, as well as the Customer Care and Shared Services clusters. Ms. Powell is responsible for oversight of the Authority’s $6.4B capital improvement program including the DC Clean Rivers program, Lead Free DC and other projects to modernize and improve critical water, wastewater and stormwater infrastructure.
