Making The Permit Work: Stormwater Management and Watershed Restoration in Western, MD

Within the Chesapeake Bay Watershed many rural jurisdictions have had to contend with specific challenges that stem from managing the implementation of the Phase II WIP goals and NPDES mandates. From staffing and budgets to gathering public support by effectively communicating to local elected officials and the public what can sometimes be esoteric information, rural jurisdictions such as Washington County, Md. have had to design and develop many of our stormwater and watershed restoration programs from the ground up. This has provided an opportunity to ensure that the programs, many of which are mandated by the NPDES permit, are catered to local site-specific conditions. With a total dedicated staff of two, Washington County began work towards WIP and NPDES goals and now that we have been able to add staff and consolidate and expand restoration budgets, we are cautiously optimistic about meeting our responsibilities under the Clean Water Act. We have continued to grow public support for our program.
