Milwaukee Metropolitan Sewerage District (the District or MMSD) is an industry leader taking progressive approaches to expand the use of Green Infrastructure (GI) solutions to address water quality and flooding challenges. In 2020, the District kicked off a new initiative to ramp up green infrastructure installation in support of their 2035 Vision. The resulting initiative, the Fresh Coast Protection Partnership, is providing a cost-effective, large-scale increase in GI implementation in the District’s green infrastructure service area. Working in partnership with the District and a team of experienced delivery partners, Corvias is complementing the District’s existing GI program through the implementation and management of a platform-based solution that aggregates and streamlines the financial, procurement and project delivery efforts within the District’s service area throughout communities in the Greater Milwaukee Area. The community-based partnership provides an alternative project delivery model that develops lower-cost implementation of GI by assessing and implementing efficiencies in GI placement, design, and financing, while also incorporating environmental and socio-economic objectives. Corvias’ approach complements the District’s foundational goals of achieving regulatory compliance with the District’s Wisconsin Pollution Discharge Elimination Systems (WPDES), minimizing cost per gallon of GI storage, reducing overflow volume and regional flooding and building GI capacity and participation through engagement with target class (SWMBE) businesses. Key outcomes of the partnership will include the capture of 8.45M gallons over 3 years (2020-22), project delivery across public and private property, the CSO area and neighboring City of Milwaukee vicinity, 25% utilization of SMWBE contractors, Contractor Development and Mentor Protégé Programs and innovative solutions to address long-term maintenance of devices. This presentation will include perspectives from MMSD and Corvias, detailing the partnership, benefits of this type of arrangement, and progress to-date.
