Richard Brooks has served with the Fayette County Environmental Management Department for three years, initially as an Environmental Permit Engineer supporting watershed and stormwater permit programs, and later as a Project Manager overseeing various capital improvement and SPLOST projects. Before joining Fayette County, Richard spent 25 years in Saipan, Northern Mariana Islands, as Chief Enforcement Officer for the Bureau of Environmental and Coastal Quality, managing watershed management, environmental permitting, and reef protection enforcement.
