Rick Baird is the Environmental Services Coordinator for the City of Mankato. In this role he is responsible for the implementation and enforcement of the City of Mankato and surrounding community partners Municipal Separate Storm Sewer System (MS4) program, the compliance of the City of Mankato Right of Way, the City’s sustainability efforts and the overall protection of Mankato’s natural resources. Since 2008 Rick has worked aggressively with Contractors, Residents, Vendors and City staff to improve Mankato’s water quality with the implementation of better erosion and sediment control BMP’s. He has strengthened City ordinances to enforce NPDES, MS4, CSW and ISW permit regulations and other important natural resource protections. He is a long time member of the League of MN Cities -Minnesota Cities Storm Water Coalition (MCSC) steering committee. Rick was a MECA Board member for 6 years and has been an active member of MECA since early 2000. Rick has a strong working knowledge of the NPDES permit requirements for Minnesota and has a good working relationship with Agency and Erosion Control Industry leaders. He is often invited by many different communities and organizations to speak about Mankato’s stormwater program at events all across Minnesota.
