John Paulson has worked for Apex Engineering Group as a Sr. Engineering Technician since January 2025 and as the Administrator for the Minnesota Cities Stormwater Coalition since February 2026. He provides administrative, regulatory, and environmental support services to municipal and county clients spanning stormwater, transportation, wastewater, water, and water resources projects and programs. Prior to that he was the Project/Environmental/Regulatory Manager for the City of Hutchinson for 18 years where he developed and managed a variety of programs including MS4 Stormwater, Wastewater Pretreatment, Wellhead Protection, Energy Conservation, and Sustainability. His MS4 experience includes program development, implementation, process optimization and improvement, advocacy, program assessments, and building stormwater capacity through mentoring and engaging future generations of environmental professionals. John works directly with the public, contractors, elected officials, other local governments, and regulatory agencies to implement a variety of programs and projects. John’s passion for conservation and the outdoors is his motivation to mitigate impacts on the environment so future generations can enjoy nature as he has.
