Description
Staff turnover and confusion over permit requirements are common drivers of MS4 noncompliance in Minnesota. To address these challenges, the Minnesota Pollution Control Agency's Municipal Stormwater regulatory program has developed a series of education and outreach activities to help municipalities understand and meet their permit obligations. Efforts include personalized quarterly emails from MPCA inspectors encouraging self-audits ahead of formal reviews, a quarterly newsletter highlighting common noncompliance findings, and annual MS4 training in partnership with the Minnesota Erosion Control Association. Targeted training for townships and other nontraditional MS4s addresses permit comprehension specific to those entities. The agency also developed an MS4 Implementation Package containing draft ordinances, checklists, educational flyers and enforcement response procedures.
