Consistent operation and maintenance of stormwater facilities is critical to performance, yet local governments face persistent challenges: limited budgets, staff turnover, specialized expertise gaps and coordination of shared or regional facilities. Both Capitol Region Watershed District and Ramsey-Washington Metro Watershed District have responded by taking on more active roles in facility management on behalf of public partners. RWMWD began coordinating maintenance of partner-owned stormwater ponds in 2017 and has expanded its annual maintenance contracts each year since. CRWD launched its Facility Management program in 2023, targeting gaps in O&M activities, cost and labor efficiency, and overall facility management. The program envisions three levels of involvement: pooled BMP maintenance service coordination, regional facility maintenance assistance and regional facility ownership.
