Creating a sustainable GSI program in Montana: From advisory council to action

Description
Montana communities face familiar stormwater challenges, including flooding, aging gray infrastructure and impaired waters, with limited state-level support for green stormwater infrastructure. Unlike many peer states, Montana has no coordinated GSI program, leaving cities and towns to navigate the work independently.
In 2023, the Montana Legislature created the Western Montana Conservation Commission to protect and improve the state's natural resources, including water quality. WMCC subsequently formed a Stormwater Advisory Council, a network of stormwater experts tasked with developing resources to support a sustainable GSI program. Early work revealed that resources alone would not be sufficient, prompting the council to develop a statewide GSI roadmap instead.
The council is partnering with WaterNow Alliance and River Network through WaterNow's Project Accelerator, which is providing 250 hours of pro bono support. WMCC has dedicated approximately $400,000 from an EPA Columbia River Basin Restoration Program grant to launch priority roadmap elements by 2028.
