Homeless advocates added urgency by sharing firsthand accounts from unsheltered individuals managing wastewater needs without access to services. Subsequent inspections documented a significant number of sewage discharges, providing the first systematic dataset to justify a pilot program. As the pilot progressed, spill data demonstrated a measurable reduction in illicit discharges, securing funding from the Washington State Department of Ecology's Water Quality Program.
