Beaufort County implemented the Southern Lowcountry Design Manual (SoLoCo) in March 2021. This manual, also adopted by the Town of Bluffton and pending adoption by several other partners, was the product of a technical sub-committee made up of representatives from Beaufort County, five other local municipalities, Center for Watershed Protection, and McCormick Taylor Inc. The manual was written to foster designs that are radical as opposed to reactionary and to be a living document, amenable to edits as science and engineering continue to advance. As others may begin looking into implementing new standards within their own jurisdictions, this discussion will detail information as it relates to requiring the development community to design using low impact and green infrastructure. The presentation will also highlight lessons learned in coordinating with all appropriate departments within each organization, reflection of the manual’s first year, and a project whose feasibility and fate was determined by the progressive standards of the manual.
