Melissa L. Enoch, Program Manager, Private Incentives, NYC Environmental Protection, Bureau of Environmental Planning & Analysis
Melissa Enoch is Program Manager for Private Incentives with the Bureau of Environmental Planning and Analysis at the New York City Department of Environmental Protection (DEP). In this capacity, Melissa leads the New York City Green Infrastructure Program’s efforts to scale-up stormwater source controls on private property through incentives, regulations, and partnerships. On the incentive side, Melissa has overseen the development and will oversee implementation of a new $53 million innovative contract to retrofit private property with green infrastructure over the next five years. Melissa is also leading efforts to align NYC stormwater regulations with water quality goals to ensure that all new and redevelopment projects in the city are managing stormwater on-site as efficiently and effectively as possible. Her work plays an integral role in New York City Green Infrastructure Program management, reporting, and research and development. Melissa has over a decade of environmental planning and policy experience in state and local government. Prior to joining DEP, Melissa worked as Sustainable Development Planner for the City of Binghamton, NY, where she focused on land use and zoning review, green infrastructure and flood resiliency planning efforts. In her role, Melissa also managed development and implementation of the City's 2014 comprehensive plan and form-based code rezoning project. Melissa holds an M.S. in Environmental Science and an M.P.A., from the School of Public and Environmental Affairs at Indiana University in Bloomington, Indiana.
Prabha Kumar is a Director in Black & Veatch Management Consulting, LLC and is the national practice leader for Stormwater Utility Consulting services. Ms. Kumar has 20+ years of experience in assisting water, wastewater and stormwater utilities with financial advisory and management consulting services, expert witness testimony, and business operations transformation, and stakeholder education. She also specializes in assisting municipalities with all phases of stormwater user fee development from feasibility study through implementation.
The portfolio of clients she has assisted include Philadelphia, PA; Newark, NJ; Wilmington, DE; DC Water; San Diego, CA; Phoenix, AZ; Dallas, TX; and Springfield, OH.
Kumar is a member of the Stormwater Committee and Regulatory and Legal Affairs committee of NACWA, and currently currently serves as an expert in EPA’s stormwater expert panel. She has authored chapters for industry guidance manuals including the “User Fee Funded Stormwater Program” manual published by the Water Environment Federation, and the WEF Manual of Practice 27, “Financing and Charges for Wastewater Systems.”
Kumar holds double masters in English Literature (from India), and a Master’s in Business Administration from the University of California, Riverside.
Anna Lantin is a professional Civil Engineer with 30 years of experience focused on Stormwater Management program development, design, watershed planning, and research for local municipal agencies, State Agencies, and Federal Agencies across the country. She has extensive experience in Clean Water Act compliance, stormwater policy and guidance, water resources and stormwater management projects, research studies, design, construction oversight, implementation, operation and maintenance, and performance data analysis. Her experience includes hydrologic analysis of watersheds, water resources analysis, hydraulics analyses, erosion and sedimentation analyses, floodplain management, floodplain economic analyses, feasibility studies, alternative analysis, and design. Ms. Lantin has experience working with numerous Federal, State (including numerous DOTs), and local agencies. Her national professional industry engagement experience includes:

Cory Rayburn is a Watershed Manager II for the City of Atlanta’s Office of Watershed Protection and heads up the Environmental Management Division. Cory played a lead role in adopting and implementing Atlanta's green infrastructure standards for stormwater management on private developments and currently oversees the installation of regional green infrastructure projects throughout the City. Cory is a seasoned trainer, taking part in over 150 conferences, workshops, peer exchanges, webinars, and tours related to water resources management and green infrastructure. Cory attended the University of Georgia, receiving a B.S. in Environmental Health Science and a B.A. in Anthropology and earned a M.S. in Civil Engineering from Kennesaw State University. Cory serves on both the Fulton County Soil and Water Conservation District and Governor Kemp’s Stakeholder Advisory Board and is the current Vice President of the Southeast Stormwater Association.
John McCullah has been working in the fields of erosion and sediment control, watershed restoration, biotechnical steep-slope stabilization, and river and stream stabilization for 30 years. After earning a degree in Watershed Geology from Humboldt State University in 1984, John became a Certified Professional in Erosion and Sediment Control (CPESC #311) in 1986.
As a licensed CA Contractor since 1988, John has experience designing and building projects. He is currently “on call” for design and planning with 3 Districts within Caltrans. John published the first BMP Manual for Shasta County and Redding in 1991. He served on the Caltrans Stormwater Taskforce from 1996 to 2006 where he helped develop Highway Department BMPs, protocol, and BMP Training, which was implemented statewide for over 8 years. The hands-on workshop on Thursday is based on this work.
Salix Applied Earthcare won the 2005 Transportation Research Board project for Federal Highways, which then published NCHRP Report 544 – Environmentally Sensitive Channel and Bank Protection Methods. The publication is a Highway design manual, on CD, which has 54 Biotechnical (using plants and structures together) Techniques useful as alternatives to riprap.

Jonathan Meronek has been with SCS Engineers for over sixteen (17) years and is a current State of California Industrial General Permit (IGP) Qualified Industrial Storm Water Practitioner and Trainer-of-Record (QISP-ToR), and is the SCS Stormwater Practice Leader for the Southwest. With an eye to Client's operational needs combined with long-term sustainable solutions, Meronek has managed Site BMP and Pollutant Source Assessments, written Stormwater Pollution Prevention Plans (SWPPPs), and implemented Monitoring Implementation Plans (MIPs) for over one-hundred (100) Facilities throughout California. He has performed National Pollutant Discharge Elimination System (NPDES) storm water services for state, municipal and private clients across a vast cross-section of Industrial Sectors which include: Recycling (Metal and Scrap), Material Recovery Facilities (MRFs), Landfills (including Subchapter N/ELG Facilities), Deep Ocean Ports, Haulers and Transportation Facilities, Asphalt Batch Plants, Construction Material Facilities, Petroleum Bulk Plants, Landfill Gas-to- Energy Plants, Quarries, Concrete and Rebar Manufacturers, Lumber Facilities, Breweries and Wineries. Mr. Meronek has successfully worked with LRPs, Facility managers and Attorneys to comprehensively re-evaluate Facilities for NPDES compliance using technology-based BPT/BCT/BAT implementation for control of pollutants in stormwater discharge.
For the past 12 years, Jason has worked in various positions and organizations to improve water quality in Oregon and California. His experience ranges from rural to urban; from the riparian zone to the roof top; and with both non-profits and governments. Currently, Jason is the lead inspector and Environmental Specialist for the City of Portland’s Stormwater Maintenance Inspection Program, which conducts routine maintenance inspections for private stormwater management facilities that are installed on private property to meet the City’s Stormwater Management Manual requirements for new development and retrofits. During his time with the City of Portland, Jason has completed over 2,500 site inspections, and has presented two times at StormCon: in 2014 – Portland, and 2019 – Atlanta. His work within the Maintenance Inspection Program helps to inform policy, design, and strategy planning for the Bureau of Environmental Services as we learn how stormwater management facilities perform over time, and how they can be improved and modified to keep up with the ever-changing challenges in urban watersheds. An avid traveler, backpacker, cyclist, and musician, Jason rarely finds a time or a place where water is not on his mind.
