Kevin Coyne is the Director of Regulatory Affairs at the Florida Stormwater Association (FSA). He has over 25 years of experience in the water quality sector, with a career focus on Clean Water Act regulations, planning, and policy. Before joining FSA, Mr. Coyne was a project manager at Black and Veatch, working on environmental permitting projects nationwide. Prior to Black and Veatch, he was with the Florida Department of Environmental Protection as the Program Administrator for the Basin Management Action Plan (BMAP) program. He also managed the West Virginia Department of Environmental Protection's Water Quality Standards Program and spent time working on various total maximum daily load (TMDL) and nonpoint source issues in California and Maryland. Mr. Coyne has a B. S. in Wildlife and Fisheries Management from Frostburg State University, a Masters of Public Administration from California State University - Northridge, and M.S. in Oceanography from Florida State University.
