
Investment in rural stormwater management solutions has become increasingly critical due to the ongoing development of agricultural, wilderness and wetland regions, the presence of persistent chemicals in runoff, the rise in frequency and severity of extreme weather events, and aging 20th-century infrastructure nearing the end of its functional lifespan. This presentation will explore the potential for financing rural water, wastewater and stormwater infrastructure initiatives, including a comparison of government loan and grant programs. It will also address management structures and strategies for minimizing ongoing operational and maintenance expenses. Additionally, the session will showcase RCAP-assisted rural projects that highlight solutions to these challenges. Participants will leave with action items for the initiation of large-scale infrastructure projects in rural areas, along with access to RCAP’s financial management library, with templates, trainings, and other resources developed specifically for small utilities and their communities.
