In 2012, Hurricane Sandy struck New York City, taking 44 lives, devastating entire neighborhoods and causing $19 billion in damage citywide. In the aftermath, New York assessed its climate In the aftermath of Hurricane Sandy, New York assessed its climate change vulnerabilities and began advancing coastal protection projects to prevent flooding while increasing the vibrancy and accessibility of public waterfront spaces. The East Side Coastal Resiliency (ESCR) project emerged from the U.S. Department of Housing & Urban Development's Rebuild by Design competition, which sought innovative solutions to increase the resiliency of Sandy-impacted communities. The project area is located within the Federal Emergency Management Agency (FEMA) 100-year floodplain and includes a diverse community of more than 110,000 New Yorkers, including 28,000 public housing residents. This session will highlight the $1.4 billion integrated flood protection system, which both addresses flood impacts from coastal surge and increases inland stormwater drainage capacity. The combination of 6,000 linear feet of floodwalls, tide gate chambers, 18 deployable floodgates, and infrastructure improvements will provide a 2.4-mile flood protection system that blends into the community fabric with new waterfront amenities and public space.
