Description
Cloudburst events, sudden heavy downpours that overwhelm sewer systems and cause flash flooding, are becoming more frequent in New York City. Hurricane Ida set the record for highest single-hour rainfall in NYC on Sept. 1, 2021, surpassing a record set just two weeks earlier by Tropical Storm Henri. Both storms caused flooding, property damage, infrastructure disruption and water quality impacts. NYC's Cloudburst Program targets vulnerable, flood-prone environmental justice communities. Historical data from Hurricane Ida, including flood extents with sea level rise, structural damage reports, sewer backups and social vulnerability index scores, guided the identification of planning areas. Four of five announced areas are nearing final design completion. Systems are sized to manage a 2.3-inch-per-hour cloudburst and reduce pressure on the combined sewer system. Above-ground features include shaded seating, pollinator plantings, public art and improved pedestrian access. Hydrologic and hydraulic modeling used InfoWorks ICM, and community engagement included multilingual events, surveys and local partnerships.
