Description
The Stable Path neighborhood in Eden Prairie, Minnesota consists of 17 single-family homes and a large, publicly owned bioretention basin. After homes sold and mostly retirement-aged residents moved in, the city received numerous complaints about standing water and weeds.
Using developer contributions, watershed district cost-share funds and stormwater utility fees, the city launched a pilot project with three goals: building city expertise in guiding and inspecting bioretention basin installation and management, improving basin effectiveness by addressing soil and vegetation issues, and developing an approach for building homeowner advocacy for green stormwater infrastructure.
Neighborhood meetings, regular communication with the association and a neighborhood planting event were used to increase resident investment in the project. The presentation shares whether those benefits persisted and explores the ongoing challenge of balancing regulatory requirements, aesthetics and community expectations.
