Beyond compliance: Elevating stormwater management from permit tracking to strategic asset stewardship

Kitsap County's Stormwater Division has managed more than 8,000 stormwater assets in OpenGov since 2012 for MS4 permit compliance. Staff knew where assets were and what they were, but not which ones mattered most or when to act. With limited capacity and competing demands, the division needed a framework to shift from crisis management to proactive planning. A grant-supported pilot project delivered that framework. The work established risk profiles for each asset type based on consequence and probability of failure, calculated lifecycle costs and replacement values, and created maintenance protocols tied to water quality goals. Individual asset management plans were developed for each BMP type, from ponds and pipes to stormwater parks, alongside a monitoring plan aligning water quality assessments with capital construction priorities. The result: a data-driven system for justifying budget requests, prioritizing repair and replacement decisions, and aligning daily operations with MS4 requirements and watershed protection goals.
