The City of Missouri City and 16 Joint MS4 Phase II Coalition Members have been working together since the initial Texas TPDES TXR040000 Phase II MS4 General Permit was published in 2008. These entities are in the Greater Houston region. The partnership includes Missouri City as the program administrator and 16 coalition members from Municipal Utility Districts and other non-traditional Small MS4s that are all located within Missouri City’s boundaries but are responsible for their own municipal activities. The Stormwater Management Program Interlocal Cooperation Agreement was initially created in 2008 and re-issued in 2013. The presentation will cover how the Joint Program has been successful the past 15 years through open communication and the formation of SWMP stakeholder committee. These are the key reasons the Coalition has received NO incidents of non-permit compliance nor potential violations throughout the program’s history. The joint permittees are actively involved in all Minimum Control Measures of their shared-SWMP. The presentation will cover how all the permittees share information – whether it be aspects of their public education and outreach program, trends or issues of illicit discharges that may impact each other, or good housekeeping municipal practices that are effective and useful. The success of the joint-SWMP program has further expanded the relationship between Missouri City and the Coalition Members on other region-related topics. Additionally, it has demonstrated to their constituents and public-elected officials that stormwater-quality and environmental initiatives can succeed if a regional approach is implemented. This unique relationship has been successful and continues to prove how multiple entities can work together for a common goal.
